Shannon Reynolds is a social worker that grew up in an abusive household. After a particularly bad beating social services removes the fourteen year old girl and her eight year old brother from the home. They are put into a foster home where they thrive until the death of their elderly foster parents. Then they are sent to a group home where Shannon can stay until her eighteenth birthday.

Morgan McCray is rookie State Police officer that has tried for most of her life to separate herself from the criminal that raised her. She is on patrol with her training officer one night when a call comes in that a girl has taken her younger brother from a group home.

When the siblings are spotted running near the beach Morgan takes chase on foot. When she catches up with the exhausted girl she is stunned when she is asked for help. Right there in the sand of a dark deserted beach a journey of discovery begins for the young women.
